How to make The Ultimate Bid-Book to achieve the title of a Capital of Culture was the subject discussed on Tuesday, 30 July. International consultants shared their own tips and ideas about writing the Bid-Book at the internal seminar held in the Varala sports institute in Tampere.
The featured consultants were Ulrich Fuchs, Else Christensen-Redzepovic and Petr Simon. Ulrich Fuchs, who has experience in three different Capital of Culture projects already (Bremen, Linz and Marseille), gave the following description of the Capital of Culture application: ”It’s not just organising a festival or event. ‘Event’ is not a word for 2026. It’s a possibility to develop the city and to make a big step forward. ECoC is not just a cultural project – it is a long-term project to create sustainable development in the whole city.”
There was also discussion about the role of history in the bid with Fuchs. Linz was used as an industrial city by the Nazis during the Second World War. Instead of burying this part of history in the past, it was openly handled as part of the European Capital of Culture programme.
Fuchs emphasises that the selection panel is going to present the following question: “What about your history?” Leaving it behind is not the correct option. History should be a visible part of the Capitals of Culture and their programmes. ”Tampere must tell where the city comes from, what are the values, what we want to become and what’s the mission,” says Fuchs.
He does emphasise, however, that history alone is not enough to win the bidding. It is necessary to develop a credible cultural strategy with political support. It requires creating new, exciting things while taking already existing things in consideration. ”Programme comes on top of what is already happening. ECoC programme and Bid-Book should try to develop outstanding things. Beyond what you’d normally do, what couldn’t be realised before, because of the lack of budget/interest,” Fuchs explained.
Therefore the bidding cannot be won with past achievements, and problems should not be concealed. The city that has the most to say about its own problems and how to solve them will get the title. Fuchs listed the following things as requirements of success: Solid budget. Artistic autonomy for the management. No political intervention. A 365-day programme. These are goals what the project of Tampere and the Tampere Region should also aim for.
